I am pretty sure this wasn't what WWE was hoping for when they enacted their Wellness Policy. This was in the Sports box on the main page of CNN.com. It had been rumored/speculated since Brock's failed tests went public that the Wellness Policy does not cover part-time talent.
This is how that can be a problem. Brock's desire to fight in UFC complicated the whole deal. Most of the other part-timers have no reason to be drug tested so this would never come to light. Brock was, got popped, and has made the WWE Wellness Policy look questionable.
